John Mueller from Google confirmed that the position metric is not a theoretical rank based on Google’s search algorithm. The position ranking in Google Search Console is based on data from actual user searches. That means the position can vary greatly between users based on location, search history, and where they are searching (i.e. Maps, Images, etc.).
Understanding how these metrics are calculated is important when doing research and keyword mapping. Aim to avoid putting too much weight on position rankings for queries with low volume.
